In theory these measures take prostitution off the street and put it out of sight behind closed doors. It also brings prostitutes into the realm of legal, tax-paying workers who can receive all the normal benefits. Those women can truly be called sex trade workers. The downside to legalization is it creates an official endorsement for the sexual exploitation of women.
You only have to look at the hardened, drug-scarred face of an average streetwalker to see what a brutal, ugly profession it is. It chews women up and spits them out diseased, traumatized or dead.
